This list deals with the casualties of the government side or with human
rights violations committed by the UCK. The people on the list are
Macedonian Slavs unless otherwise specified. Another report will discuss
violations committed by government forces and sympathizers.
There are many names to add and, we assume, many errors to find, in this
very incomplete list. According to EAAG, "it is important to observe that,
although both ethnic groups express fear of the possible consequences of
making a report of a human rights violation, ethnic Albanians then disclose
their complaints. In contrast, ethnic Macedonians express extreme fear of
the EAAG [UCK]and usually cannot be induced to describe their experiences
to the Mission." This has also been my experience. The entire Slav
community, both Serb and Macedonian, lives in fear of retribution. They are
even afraid of doing very safe things, such as giving you leads to
witnesses, while Albanians will disregard even clear danger, such as
observing police officers, and give you evidence, fearful though they may
be.

UCK: the KLA in Kosovo, the NLA in Macedonia. KLA and NLA are acronyms
made up for the American public. In most countries they are known by the
name they chose for themselves, UCK, or Ushtria Clirimtare e Kosoves, Army
of Liberation of Kosovo. In Macedonia, they kept the tried and successful
formula, the UCK, but here it meant Ushtria Clirimtare Kombetare, which is
translated as Army of Liberation National, thus Army of National Liberation

Berzati Ramiz, of Bogovinje, wounded, together with his wife, in firefight
involving drafting into UCK of his son. According to Albanian daily Fakti
of 21-22 July, 2001, g"On Thursday night the house and restaurant of Ramiz
Berzati ... were completely burned down. Ordinary citizens tell us that this
is most probably an act of the local residents as a sign of revulsion
because the owner of the house was known as a collaborator of the police and
a traitor, and because exactly in front of this house the NLA commander,
Shpendi, lost his life." According to OSCE sources, UCK had attempted
forced recruitment, resisted by recruit's father, with UCK casualties.
According to OSCE1, "the team's effort to investigate the incident was
interfered with by blatant intimidation of the witness they were

NN BRVENICA, detained from Tetovo-Brvenica bus, 8 8 01. WB
NN DRENOVEC: HDO received a report that at approximately 1100 hours that
same day, another ethnic Macedonian had been kidnapped from his house near
the football stadium in Drenovic. The Mission HDO and Senior Monitor
attempted to investigate this report, however, as they approached the house
they observed not only a new NLA sandbag emplacement immediately up the
street from the residence, but also numerous uniformed and armed NLA
personnel in the area observing their approach. It was determined that there
was no one at the house and that the area was too unsecure to investigate
the report further at that location. EAAG
NN Dzepciste, 30 y old, believes he was held in a basement in Djepciste,
Tetovo, with grenade tied tohis chest, which was to go off with his
slightest movement. Clearly this was either a fabrication or a method of
terrifying the prisoner with a harmless grenade. No one would risk giving a
prisoner power to commit suicide together with his jailers. However, he did
show wounds on his chest, result of being whipped with wires. He was
humiliated and clearly was psychologically tested by his detention, from
which he escaped. He was afraid of giving his name or his village to the

NN TEARCE A -C: three young men, detained by uniformed men, received
severe beating on their backs, legs, and soles of their feet. One of the
three suffered kidney damage. They were fearful of giving their names or
even of allowing their wounds to be photographed. EAAG
NN TETOVO, detained near Stadium in Tetovo. Taken to garage, beaten by
number of men, in turns. Accused of being a cop. With the papers in his
pockets he tries to prove that he is not a cop. Beatings continue. They
discuss killing him. Officers arrive, decide to release him, 5 7 01. NOTES:
A week after the event, I had been given indication of where NN TETOVO's
wife worked, but on two visits no one would confirm event or give me leads.
I went to police station and made inquiries with officer who had questioned
me during my own brief detention--for unauthorized photography. He told me
this was outside his prerogatives, but anyway gave me general direction to a
store where I might find NN TETOVO. After inquiry in six different stores,
and six "I don't know nothing", an old man said, "It's true,
it happened."
He would say no more. Twice I returned, pleading for him to report my
inquiries to the victim. Upon third visit, on 5 17 01, I was directed to a
restaurant, where I met a man with bruises on his nose, cheek, and arm, who
gave me his story. When he made room for others to sit at the table, I saw
bruises on his legs, which he had not tried to display. He was wearing
shorts. He complained of continuing difficulties sleeping, from pain. He
gave me his name but asked for it not to be published. Ed.

anything about released prisoners, lest they be targeted again. Ed.
NN LESOK, Dafinka by name, F, 72, expelled from Lesok with hundreds of
others in the night of 25 7 01. "They ordered to me to leave. They did
not
let me take anything with me. I left on foot, wearing just my slippers, and
went to the next village five kilometres away," The Macedonians were not

doctors at gunpoint for hours, Upon visit to hospital and chat with
personnel, this editor feels there is reason to doubt entire report of
masked policemen terrorizing patients, especially since the few Albanians
living in the village did not report being terrorized. Albanian hospital
director confirms that original written and signed report was exaggeration
or phantasy and that there was no terrorizing of doctors or patients. The
original report had not been signed by Albanian doctors. In the opinion of
this editor it was the result of overzealous Albanian hospital personnel
wishing to be heroes. They saw embellishing a story as doing their patriotic

Lesok: " The Mission specialist confirmed reports from the OSCE's
Tetovo-area Monitors that, even during the ceasefire, the ethnic Macedonian
civilian population north of Tetovo is under heavy pressure from the EAAG
(Extreme Albanian Armed Groups) to leave. This pressure takes the form of
kidnappings, temporary detentions, and serious, persistent forms of
intimidation and restrictions on the movement of civilians attempting to
engage in ordinary activities such as agriculture, shopping, and going to
work. The conduct of the EAAG is consistent with an attempt to ethnically
cleanse that area. The Mission has received numerous allegations of
kidnappings, beatings, robberies, and intimidation of ethnic Macedonians at
EAAG checkpoints, checkpoints that are themselves a violation of the
ceasefire agreement. It is impossible to present a figure for each of these
categories. The Mission believes that incidents of robberies and
intimidation at EAAG checkpoints are significantly under-reported and that
the most likely explanation for this phenomenon is fear of retaliation by

The UCK blames the Macedonian government. Such a charge being true is as

Neprosteno, Macedonian section of town is seized by UCK, and inhabitants are

Albanian neighbors, and say they were very well cared for, while their own
houses were trashed and robbed . Within a week, out of 500 Macedonians , 470
have left the village. There were no complaints of violence, and only one
man, Vasko (Vase) Mihailovski, disappeared. "While no policy of ethnic
cleansing in Neprosteno appears to have taken place, the past three days may
